You could do it in World, and now you can do it in Release 24 in E1! New in 9.2, you have the ability to use a Fixed Time Basis Code in your Manufacturing Routing. So, for Work Centers like Heat Treating, Baking, or Plating, where the processing time is the same whether you produce 1 or 1000, you can use Time Basis Code “0”. This allow scheduling, planning, and costing to apply a fixed amount of time when that Work Center is used.

The Time Basis Code to use for a fixed amount of time on the Routing is “0” as shown here:
